Rachel Horn serves as the PEER Project Director in a partnership between the Arkansas Public School Resource Center and Crowley’s Ridge Educational Service Cooperative.  The PEER Network is a community of practice that promotes educator effectiveness through a Human Capital Management System (HCMS) and Performance-Based Compensation System (PCBS).  Ms. Horn has previously served as the Director of Curriculum and Assessment for the Division of Elementary and Secondary Education (DESE).  She has also served as a K-12 administrator, District Test Coordinator, and secondary mathematics teacher in Arkansas school districts.  Ms. Horn is committed to using her experience to support diverse stakeholder groups and is passionate about meeting the needs of the whole child.  Ms. Horn holds a Bachelor of Business Administration in Marketing from the University of Arkansas at Little Rock, a Master of Arts in Teaching from the University of Central Arkansas, and a Master of Science in Educational Leadership from Arkansas State University.  She will graduate with an Education Specialist degree in Superintendency from Harding University in December of 2022.
